Actions & Linked Actions Get Additional Errors (2,155) and (2,213) After Fix for Bug 15930568 (Doc ID 1997784.1)

Symptoms

After applying the fix for Bug 15930568 GETFIELD: FIELD 'AV_PROSPECT.INSTITUTION' NOT FOUND IN SCROLL LEVEL 0. (2,155)
still get the same error from the Strategy Summary - Person page.  Pull up a record (e.g. AV0020 in Demo).  Click on Details link.  On the Prospect
Strategy Detail page, click on the Details link.  Get error:

GetField: Field 'AV_PROSPECT.INSTITUTION' not found in scroll level 0. (2,155) AV_STRT_SMRY.GBL.DERIVED_AV.RowInit  PCPC:39  Statement:1

then

Error in PeopleCode ScrollSelect processing. (2,213) AV_ACTN_DTL_SP.Activate PCPC:859  Statement:10

Further, navigate to Contributor Relations > Prospect Management > Stewardship Plans > Prospect Strategy > Strategy - Person and pull up a
record (e.g. AV0020 in Demo) and go to the Linked Actions tab and click on the details of a scheduled action.  While the dtail now comes up, when user attempts to click on the Edit Action button get error:

REPLICATION STEPS

First issue:
Navigate to Strategy Summary - Person page.  Pull up a record (e.g. AV0020 in Demo).  Click on Details link.  On the Prospect Strategy Detail page, click on the Details link.  Get error.

Second issue:
Navigate to Contributor Relations > Prospect Management > Stewardship Plans > Prospect Strategy > Strategy - Person and pull up a record (e.g. AV0020 in Demo) and go to the Linked Actions tab.  Click on the details of a scheduled action.  While the detail now comes up, when user attempts to click on the Edit Action button get error.
