Base Table Not Populated When Student Attributes are Updated in Multi Language Environment (Doc ID 1998180.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When a new Common Attribute Framework attribute is created for a student Attribute using a Multi Language db, when the user updates the attribute for the first time using the "foreign" address, the base table is written with the correct attribute. But when you modify the attribute, the base table is not updated. Only the related language table is updated.

EXPECTED BEHAVIOR
-----------------------
Expect the base table to be updated each time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Common Attribute for "English level"
2. Record Context uses ACAD_PROG with the attribute SSR_PROG_CAF
3. On the Student Program / Plan - assign a student Attribute for English Level and the base table and related tables are updated.
4. Now modify this same attribute and only the related language table is updated.
