EGL9.2: Journal Post is Updating Ledger When There is no Budget for Reversal Journal.

On : 9.2 version, Ledgers

Journal Post (GL_JP) process is updating PS_LEDGER when there is no budget for the reversal journal.

Journal Post (GL_JP) process should not update PS_LEDGER when there is no budget for the reversal journal.

The issue can be reproduced at will with the following steps:

  1. Enable commitment control for General Ledger.
  2. Make sure Calendar ID is MN (monthly) for Budget Definition.
  3. Automatic Post Reversals and Commitment Control is enabled in Ledgers For A Unit.
  4. Create and post a budget journal (for period 2 only).
  5. Create a journal for period 2 with Reversal = Beginning of Next Period.
  6. Run journal edit process. 
  7. Journal Status and Budget Status is valid.
  8. Run journal post process.
  9. Original journal is posted and Reversal journal is in Error (No Budget Exists).
  10. Although reversal journal is in Error, PS_LEDGER is updated for period 3. This is wrong!
  11. PS_LEDGER_KK is correct.

The issue has the following business impact:
Due to this issue, PS_LEDGER is not in sync with journal data.
