SFP1098RP Producing Duplicate Lines (Doc ID 2005000.1)

ACTUAL BEHAVIOR
---------------
SFP1098RP producing duplicate tax forms on students with Null SSNs

When running the Generate 1098-T process, extra lines are being created on all students who's SSN was changed from the default XXX-XX-XXXX to null and will be sent to the IRS if validation and transmittal is run again.
EXPECTED BEHAVIOR
-----------------------
Since no data on the student has changed no new row should be created in SF_1098_DTL

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create several students give 2 a ssn
  for 2 set the SSN to XXX-XX-XXXX

2. Post charges for the appropriate calendar year

3. Run Generate 1098t process
  Student Financials > Taxes > Generate 1098t.
  View data in SF_1098_DTL (notice the students with the xxx-xx-xxxx ssn)

4. Run Validate 1098-t process
  Student Financials > Taxes > Tax Reports > 1098t Audit Report
  View data in SF_1098_DTL (notice the students with the null ssn have
  SF_TAX_OVRD_FLG is set to Y and the SF_TAX_VAL_STAT is set to O)

5. Run the 1098T Form Print process
  Student Financials > Taxes > Tax reports > 1098-T Form Print
  View data in SF_1098_DTL (notice the students with the null ssn have
  SF_TAX_PRINT_STAT and SF_TAX_TRANS_STAT set to Y)
  

6. Run the Generate 1098-T process
  Student Financials > Taxes > Generate 1098t.
  View data in SF_1098_DTL notice seq number 2 is added for every
  student who was validated and transmitted with a null SSN , this new
  row will have the XXX-XX-XXXX ssn and is not flagged as printed or
  transmitted.

7 Repeat step 4 to validate, step 5 to print to see a 2nd 1098 go to the IRS

Due to this issue, users are sending multiple copies of the 1098t to the student and the IRS
