Difference in the READY_FOR_LOAD Service Operation Causes SOA Error in Fusion after Running the FT_EXTRACT (Doc ID 2005465.1)

FT_EXTRACT ran to success but Fusion side process failed with SOA error.
The application package PeopleCode FT_EXTRACT.SendOutboundMsg.OnExecute is different between HCM 8.9 and HCM 9.2.

Bug 18560508 modified the code in HCM 9.2


The issue can be reproduced at will with the following steps:
1. Review the code of the Application Package FT_EXTRACT.SendOutboundMsg.OnExecute in HCM 8.9 and in HCM 9.2

Due to this issue, users receive a SOAP error in Fusion after running the FT_EXTRACT process
