Error occurred when clicking Details icon on Create Time Report page

Invalid row number 1 for class Rowset method GetRow. (2,263) FUNCLIB_EX.PC_FIELDS.FieldFormula
Name:show_req_proj_flds  PCPC: 15603  Statement: 223 Called from: TE_TIME_DTL.Activate Statement: 27

A PeopleCode program has called an object method with an invalid value for the row number parameter.  The row number should be within the range of existing rows in the rowset.

Use the PeopleCode Debugger or a PeopleCode trace to determine the point of the error and correct the program.

Steps:

The issue can be reproduced at will with the following steps:
1.Create a new Time Report, add a new row to click the plus (+) button
2.Save a time report to click the Save For Later button
3.Delete a row to click the minus (-) button
4.Save a time report to click the Save For Later button
5.Click Details icon in the Project Time row
