E-SES: Unable To Deploy SES Search Definition For PeopleSoft after Disabling SSLv3 (Doc ID 2006545.1)

PeopleSoft Enterprise PT PeopleTools - Version 8.53 to 8.54 [Release 8.4]
Information in this document applies to any platform.
What is interesting is that the deploy only fails for PT 8.54. My 8.53 installations still work fine against the same SES instance.

Symptoms

When trying to run the PeopleTools > Search Framework > Utilities > Diagnostics > STEP 2: Deploy, the deploy fails with:

Ping Test Result: Success. Oracle Secure Enterprise Search Admin Service Version 11.2.2.2.0
---------------------------------------------------------------------------------------------
Undeploying. Cleaning up any data previous run
Undeploy completed

Deploying search definition
Exception caught while adding peoplesoft source Service Exception: ns2:AdminAPIRuntimeFault : EQA-15011: The plug-in manager raised an unexpected error.Error while reading the configuration file for retrieving the security attributes: EQP-80344: Exception when reading configuration file EQG-30237: Crawler plug-in warning: EQP-80317: HTTP connect attempt failed after 3 attempts. Aborting connection attempt. Please check the following: 1. Verify that the configuration feed conforms to the feed schema and there are no XML parsing errors in the feed. 2. Check if the config feed is accessible from the machine where SES is installed.. (262,1018)
