SES Job Postings do not Display on Candidate Gateway for Existing Employees (Doc ID 2006629.1)

Issue where job postings are displayed for users having full access to the system (E.g.: same as PS role) but when log in as an employee (Self service access only), no job posting are displayed.  The HRS_HR_CG_JOB_POSTING SES search is setup fine. The employee can see the "Job Posting" in the global search but no results are returned when searching.

The issue seems to be with "Existing" users who exist in our current 9.0 and were converted over to 9.2. If an "Existing" user ID is cloned and a new user id is created, the new user created does have access to the job posting.

Is there any trigger behind the scene when we create a new user ID that would trigger the "Job Postings" search to be activate for the user?
