Resumes Uploaded in Candidate Gateway Cannot be Opened when the Resume File Name Contains Diacritics, Accents, or Other Special Characters (Doc ID 2007512.1)

Symptoms


When an EXTERNAL applicant uploads a resume while applying for a job opening, and then the Build Applicant Index process is run, the recruiter cannot view the resume.  When he/she clicks on the resume icon, nothing happens.  The resume can be opened before the index is built.


REPLICATION STEPS:
-----------------------

....1.  Log in as an external applicant and apply for a job opening.
....2.  Upload a resume and give the resume a name that contains an accent mark or tilda or other special character.
....3.  Complete and submit the application.
....4.  Log in as recruiter and access the resume from the Resume Icon on the Manage Applicants page. (Expect no problems doing so at this point.)
....5.  Run the process "Build Applicant Index" -  Navigation:  Recruiting > Administration > Build Applicant Index in Create Mode.  Verify the process has completed successfully.
....6.  Return to the same application on same page as before, and attempt to open the resume again. (Expect that resume does not open, and no error or other visible event occurs.)
