'OnRequest Could Not Run To Completion' for - SCC_GET_CHECKLIST_R.v1 - Need sample for testing REST based service. (Doc ID 2007522.1)

Symptoms

When attempting to invoke REST service from soapUI (External tool to test web services) or POSTMAN receiving the following:

OnRequest could not run to completion - SCC_GET_CHECKLIST_R_GET

ERROR

'OnRequest could not run to Completion'.

The log from APPSRV is as follows.
