REQ_LN_DISTRIB.QTY_OPEN_STD is not Updated Properly when using Requisition Selection

If an item has a RATE TYPE - OVERRIDE (Item Supplier UOM page) and a requisition is staged using Requisition Selection, the QTY_OPEN_STD is not fully decremented.
Items that have a RATE TYPE of Standard and are staged using Req Select fully decrements the QTY_OPEN_STD.
But if the item has a RATE TYPE of OVERRIDE and the requisition is staged using Req Select, the QTY_OPEN_STD should decrement fully but doesn't.
The issue can be reproduced at will with the following steps:
1. Create a requisition using an item that has a RATE TYPE = OVERRIDE on the Item Supplier UOM page.
2. Query REQ_LN_DISTRIB and note the QTY_OPEN_STD value.
3. Stage the Requisition using Req Select.
4. Query REQ_LN_DISTRIB and note the QTY_OPEN_STD value is not zero as expected.
The issue has the following business impact:
Due to this issue, users cannot generate replenishment requests.
