HIPAA Sort-Dependent Record Before Employee Record in HIPAA File From App Engine BN_HIPAA_5010-File Rejected by Vendor (Doc ID 2011081.1)

Symptoms

The employee data in HIPAA should be followed by the dependent data.  The HIPAA file is being generated in the wrong sequence - employee's record follows the dependent's. 

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Goto: Setup HRMS> Product Related> Base Benefits> Enrollment Snapshot Options and select the plan types, processing options, etc for which HIPAA file is to be generated
2. Goto: Benefits> Interface with Providers> Refresh Benefit Snapshot process. Enter As of Date and run the BEN100A.sqr process.
3. Goto: Benefits > Interface with Providers> Create HIPAA EDI 834 File and select File type as "Full File Audit". Select other parameters on the run control and run the HIPAA process.
4. Review the HIPAA file generated and the employee segments and dependent segments are out of sync i.e. employee related data segments follow dependent related data segments
