E-PORTAL: Managed Branding Objects are not Accessible in the Target Environment After Migration (Doc ID 2011383.1)

The issue is happening in the new branding architecture introduced in PeopleTools 8.54

Symptoms

On : 8.54.09 version, Portal Technology

ACTUAL BEHAVIOR
---------------
Migrated branding objects are not available in the target environment.
 

EXPECTED BEHAVIOR
-----------------------
Branding Objects should be available through PIA in the target environment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Navigate to Peopletools > Branding > Branding Objects
2. Create a new HTML object.
3. Open Application Designer.
4. Migrate (copy project) the newly created HTML object to the target database.
5. Go to the target database PIA and navigate to Peopletools > Branding > Branding Objects
6. Although the HTML object now exists in the target database isn't showing under Branding Objects
7. In the target database, under Branding Objects, try to create a new HTML object with the same name as the one in the source database.
8. Although the object is not listed, a warning message states that the object already exists.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users would need to go through a lot of manual object creation/update via the PIA for migrations.
