EGL9.2 : Enhancement On Questions And Answers In Questions Section In Chartfield Request Page Get Mixed Up After Deleting A Question In Business Request Template

Qn1: Do the Fix addressed bug 19996077 [QUESTIONS AND ANSWERS IN QUESTIONS SECTION IN CF REQUEST PAGE GET MIXED UP] will disable to delete button on the questionnaire?
Qn2: Please create an enhancement for the below requirement.
The constraint with the fix provided is that once we have an APPROVED chartfield request, which will defnitely happen, there is no way the questionnaire can be deleted. This should not be the
case. Below is the fix we are looking for:
a) Delete / Add button should be disabled only if there is chartfield request
with below status
E = Error
N = New
P = Pending Approval
T = Need Attention
If there is no request with any status above, Business Request template should allow to delete/add questionnaire and reflect on New request after changes have been made to the template.
Old request prior to changes in Business Request Template should NOT reflect. The changes on the Business Request template should only appear on NEW requests.
For example: If we have modified the Business Request template May 5, 2015, all new request starting May 5 should reflect the changes. All old requests, regardless of status, created before May 5, 2015 , should still reflect the old business request template without the changes that was done on May 5.
There should also have audit trail on who add / delete the questionnaire.
b) Also, there should be notification somewhere on the Business Request template page that in case there is any chartfield request with status from item#1, user will not be able to modify the questionnaire. This will help user understand why the delete / add button is disabled.
