Duplicate Lines Created In CHNG_RQST_DTL When User Hits Cancel Line Multiple Times

Symptoms
User is able to insert multiple rows into the CHNG_RQST_DTL record when the User clicks the Cancel line multiple times.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Display an epro requisition that is tied to a dispatched PO.
2. Click the Red X to cancel the Line. Acknowledge the change
3. Can continue to click the Red X for the line. The Red X should not be displayed after it is selected the first time.
4. Query CHNG_RQST_DTL and see nultiple rows.
