Fix Counter Changes Interview ID in Recruiting Installation to "999999999999999"

The Fix Counter is used on Recruiting Installation page, the Recruitment Interview ID changes to 999999999999999.

The Fix Counter should update the id to the Max value.


The issue can be reproduced at will with the following steps:
1. Navigate to Set Up HRMS> Install> Product and Country Specific> Recruiting Installation
2. Click on Fix Counter
3. Recruitment Interview ID changes to 999999999999999.

Due to this issue, users get a wrong Recruitment Interview ID.
