SCC_COMMGEN Memory Consumption Issue

When generating large batches of letters/other communications to existing and prospective students, the process consumes large amounts of memory.  At times resource exhaustion can occur causing the COMMGEN process to fail.  The Java Heap has been maximized but still have this problem.
