Communication Generation, or SCC_COMMGEN, Memory Consumption Issues Due to Template Size

When generating large batches of letters/other communications to existing and prospective students, the process consumes large amounts of memory due to the Template size.  At times resource exhaustion can occur causing the COMMGEN process to fail.  Currently have to run very small batches to avoid the process scheduler to fail.

Expect to be able to produce large volumes of communications without performance issues.

The issue can be reproduced at will with the following steps:
1. Run commgen for large batch of communications using a template with a large logo in it.

The issue has the following business impact:
Due to this issue, users cannot run large batches of communications without breaking them into smaller batches.
