ACTUAL BEHAVIOR
---------------
The activity id drop down box is not populated when a time report is created with defaults.
EXPECTED BEHAVIOR
-----------------------
The activity id drop down box must be populated with values.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu > Employee Self Service > Travel and Expenses > Review/Edit Profile. Select User Defaults page.
2. Add 3 project defaults for Time.
3. Add a new time report using user defaults and note defaults are populated like expected.
4. Select the Activity drop down box from the first row and note that its not populated with values.

Due to this issue, users cannot change the defaults for activities.
