Symptoms
When searching wide open, no criteria entered, on the Billing > Manage Billing Worksheet > Letter of Credit Summary page,
the following error occurs.

Error in PeopleCode ScrollSelect processing. (2.213) BI_LOC_SUMMARY.Activate PCPC:503 Statement:9
STEPS

The issue can be reproduced at will with the following steps:
- Access Billing > Manage Billing Worksheet > Letter of Credit Summary page;
- Click on Search without typing anything.
