ELM 9.2: Learning Objectives not Returned for Learners on Find Learning Page

From  Learning Objectives page, Learners receive not results for course related to Objectives when click the Find Learning link on page.

Replication Steps:

The issue can be reproduced at will with the following steps:

1. Log in as Administrator for Learning Environment
2.  Add or Delete Learning Objective to a Course from Maintain Courses, Attributes page,
3. From  Rebuild Index page using incremental index Catalog, notice no data feed is generated for index.
4. Then, rebuild using Full Index rebuild Catalog and notice data feed is generated for index but not searchable via Find Learning
5. Verify PTSF_SES_SCHEDULED_FEED message completed as expected and Service  XML generated  ‘PTSF_SES_SCHEDULED_FEED.v1’ xml.
    People Tools > Integration Broker > Service Operations Monitor > Monitoring Asynchronous Services > Asynchronous Details.
6. Log in as Learner
7. Navigate to Main Menu > Self Service > Learning > Learning Objectives

8. Click add Learning Objective and add objective that was added to the course in step 2, then click Find Learning link, notice not results returned.  
9. Log in as Learner, navigate to Self-service > Learning > Learning Objectives and {click} ‘Find Learning’ link and search for course, notice no results returned for the courses related to the specific objective
