Symptoms
When using Commitment Accounting and attempting to run actuals distribution (PSPPFUND) the following errors occurs.

The issue can be reproduced at will with the following steps:
1. Run PSPPFUND (Main Menu>Payroll for North America>Payroll Distribution>Commitment Accounting USA>Distribute Actuals)

Due to this issue, users cannot Distribute Actuals to their Financial System.
