E-WF: Intermittently Receive Error; 'Connection rate limit exceeded' While Sending Bulk Email Via Application Engine (Doc ID 2018816.1)

On : PT 8.53 version, Workflow

When attempting to run a custom Application Engine program at command line configured with PSNT Scheduler, the following error occurs intermittently.

Wed Jun 03 14:40:24 EDT 2015 DEBUG MCFJEMAIL: Initiating SMTP connection with secondary server: 'smtp.company.com' port '25' user 'null'
Wed Jun 03 14:40:24 EDT 2015 421 4.3.2 Connection rate limit exceeded.
Wed Jun 03 14:40:24 EDT 2015 DEBUG SMTP: could not connect to host "smtp.company.com", port: 25, response: 421

The issue can be reproduced at will with the following steps:
1. Run custom AE from windows command line.
2. Observe it intermittently fails with above error.
3. Running the AE again works.

The issue has the following business impact:
Due to this issue, users cannot depend on the custom AE to work, and jeopardizes vendor payments.
