Virtual Approver is not Using Route Control Profile Correctly When Routing Worklist Entries

Symptoms

A User Role is associated to multiple Route Control Profiles (RCP), should
the routing be determined by each individual Route Control Profile assigned,
or should it take all of the Route Control Profiles in aggregate and route if
any combination exists.

For example:
RCP1 is for Admin Area (AM) and Business Unit (US001)
RCP2 is for Admin Area (PO) and Department (14000)

These two are associated to the MANAGER role of POS1.

If a PO (Admin Area PO) is created in Business Unit (BU) US001 with Department 25000, it
should not route to POS1 because the BU and Department are not in the same
Route Control Profile. In this example the Route Control Type of Admin Area
AM in RPC1 is not met but the Route Control Type of Business Unit is met.
For RPC2, the Route Control Type Admin Area PO is met, but the Route Control
Type Department is not met.



STEPS

The issue can be reproduced at will with the following steps:
1. Configure User Role with two Route Control Profiles as below
  RCP1 is for Admin Area (AM) and Business Unit (US001)
  RCP2 is for Admin Area (PO) and Department (14000)

2. Create a PO in BU US001 for Department 14000
3. Initiate Virtual Approver
