E-PORTAL: Redirect When Using External SSO Users Get Blank Page On PT 8.54.09 (Doc ID 2019828.1)

Oracle DB
Weblogic is 12.1.0
IE 11.0

Using 3rd party external login. When logging in the user gets a blank page 90% of the time and it just hangs and the URL is a long string.
When it works the URL ends with tab=DEFAULT

No error on page

Users can login fine from PeopleSoft login page or via LDAP but just not via External SSO.

java.lang.ArrayIndexOutOfBoundsException: 0 >= 0

App server log file shows user logged in correctly as well as trace file.

Replication steps
Install Sharepoint as 3rd party SSO
Upgraded to PT 8.54.09

Business Impact:
Affects ALL users go live is affected. PeopleSoft and LDAP authentication working fine. Only External Authentication not working.
