ERS9.1+: In Express Search Page the Sort order is Incorrect with Dates Search, Availability and Qualifications Settings. (Doc ID 2020396.1)

Symptoms

In Express Search Page the Sort order is incorrect with dates search, availability and Qualifications settings. There are many business cases where would only search on availability for example the pool or resource group is already a defined skill set (interchangeable ie: all DBAs) and just need to see who has availability for a short 3 week assignment.  In this case we would leave qualifications blank and only search based on availability.

On the other side, when search on both qualification and availability it still does not sort correctly.  Logically it should sort those with 100% match on qualification and then within that subset it should sort 100% available at the top. It is not doing that.  The availability are not consistent.
 
Steps:

1. Navigation to Search Configuration: set the verity settings and factor weights.
2. Run the cache administration process.
3. In Express Search page: Set the following criteria: start and end date, resource pool, search setting is set for availability=5 while the other search criteria is zero. Click on search for resources.

Actual Result:

In the first 50 records:  mix exists between 42% and  100% and not in a correct order.
Second 50 records: mix exists between 0 and 100 and not in a correct order.
The same happens across all output.

Expected Result:

Resources with 100% availability should be listed first and then resource with less % should be returned in order.
