E-SEC: Header Links & Logo Not Appearing on PT8.54 using External Single Signon (Doc ID 2021166.1)

Symptoms


Issue statement:

Peoplesoft Menu not displaying when environment accesed through External Single Signon on PT8.54.

Steps:
---------

1) Signon to the PIA using Siteminder SSO
2) Select Main Menu-->Workforce Admin-->Job infomation-->Job Data
3) Page only show the content without Peoplesoft Header


Expected Behaviour:
---------------------------------
Page should be rendered with Peoplesoft menu.

Actual Behaviour:
----------------------------
The menu is not displayed just the page content

NOTE: When attempting to fix the bug in patch 11, it caused a secondary issue shown in the following:

Patch 11 and 12 may experience the PIA session timeout is not triggering as expected. This means if a user does not signout of their session, then the browser will remain active until the PS_Token expires
