ACTUAL BEHAVIOR

Unexpected warning message appear when saving Budget Closing Set with more than one "Closing Rules"

In Commitment Control > Close Budget > Define Closing Set, after some modification is done in a Closing Set, and if there is more than one Closing Rules, there always be a warning message like below:

"Different Journal ID Masks are specified. ID Mask 'YR' on the last Closing Rule will be used.(5042,125)
The process logic does not allow different Journal ID Masks used within the Closing Set. If the Journal ID Mask values are not corrected, the mask in the last Closing Rule will be used to create Journal ID's for the Budget Journals created."

EXPECTED BEHAVIOR

Expect no such warning message displayed as both closing rule share the same journal ID 'YR'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up 2 Budget Closing rules, both use journal ID mask 'YR'
2. Set up Budget Closing set including both rules and save the closing set.
3. Modify closing set and re-save it and got (5042,125) warning message displayed.
