FLUID: How to configure Fluid to work for specific module/component

Goal
Customer wants to implement fluid only for Absence Management and rest all transaction should be approved from classic mode and should not be included in fluid.
So manager will have fluid role assigned and for absence he is able to approve the transaction since it is included in fluid but at the same time when he is trying to access other transaction like Promote Employee, Adhoc salary change (which are not included in fluid) through MSS-->Review Transaction, he is getting the error as it is still trying to access Fluid component.
