E-COB: Cobol compilation behavior while using decoupled PS_HOME, PS_APP_HOME And PS_CUST_HOME

While using PS_HOME,PS_APP_HOME and PS_CUST_HOME for cobol programs
when the pscbl.mak process is run, it seems to be converting to unicode first and moving them to multiple cblunicode directories, and then compiling them. Eg:
1. First converts cobols in PS_HOME/src/cbl to unicode and copies to PS_HOME/src/cblunicode (contains tools unicode files)
Next, it converts cobols in PS_APP_HOME/src/cbl and copies to PS_APP_HOME/src/cblunicode (this now contains tools+app unicode files)
Question: Why is copying tools unicode files to this location?
Lastly, it converts cobols in PS_CUST_HOME/src/cbl and copies to PS_CUST_HOME/src/cblunicode (contains tools+app+cust unicode files)
Question: Why is it copying tools and app unicode files here?
