Statement of Issue

Express Bill picking up the wrong email address when more than 1 customer have the same customer id but different setid

Expected Behavior
-----------------------------------
Bill should pick up the email address of the contact defined for the customer

Actual Behavior
--------------------------------
Bill can pick up the wrong email address

Business Impact
---------------------------------------
Email might get sent to the wrong recipient


Steps to Replicate
----------------------------
1. CUST_ID for each SetID need to be equal
2. Contact Sequence Number for each Customer need to have an email address entered
3. Location Sequence Number for each Contact must be equal.
