Users can open JRNL1.xls from c:\Uploads, and create the file to C:\users\\documents\jrnl1.xml and then rerun this process as many times as they want and it will work OK. However once they upload the jrnl1.xml file to PeopleSoft through the web interface (either through IE or Chrome) then the file (again C:\users\\documents\jrnl1.xml) loses all permissions and becomes undeletable and they can no longer overwrite it.
Steps to Replicate:

The issue can be reproduced at will with the following steps:
- Open JRNL1.xls
- Add a new journal.
- Click on 'Home'.
- Write File to C:\Users\username\Documents\JRNL1.txt
- Navigate to General Ledger > Journals > Import Journals > Spreadsheet Journals and upload journal.
- Add a new journal in JRNL1.xls.
- Click on 'Home'.
- Write File to C:\Users\username\Documents\JRNL1.txt (overwrite the existing file).
