EGL9.2: How to Proceed with Applying PUM 13 PUM 14 When RTBL Maintenance Instructions Indicating that Bug Fix 18776873 (and Its Pre-Req) Should be Applied First?

According to the below RTBL Maintenance Instructions (which is copied from the Change Assistant template that was created when site selecting “all updates not applied” in PUM 13 or PUM 14), site is required to apply fixes from bug 17959947 & 18776873:
To apply RTBL maintenance, you must apply the projects in the BUGs listed below to avoid step failure when applying the current change package:
To verify that the project is in your environment, run the following query in your target environment:
SELECT * FROM PS_MAINTENANCE_LOG WHERE UPDATE_ID in ('17959947','18776873');
If your target environment contains both Bugs you can skip this step.
If your target environment does not contain one or both of these Bugs, apply that Bug before you deploy the current change package.
These BUGs include special application engine steps that are required to drop and recreate SYNONYMS and GLOBAL TEMPORARY TABLES for the RTBL schema.
However, Bug fix 18776873 does not exist in site's demo database. The fix appears to be in PUM 13 / PUM 14 and has 33 pre-reqs that come with it.
Please advise how to proceed with PUM 13 / PUM 14 installation.
1) If site has to create a separate change package with those 34 fixes and then recreate a PUM 13 /PUM 14 package with everything else.
2) If site can just apply PUM 13 / PUM 14 and ignore this step.
