ACTUAL BEHAVIOR

Proposal Build Period button not creating 4 Quarterly periods for a Calendar year.

Proposal Start and end date specified as 01/01/2015 and End date as 12/31/2015 . No of Periods = 4 and Build Periods, generated the following periods
01/01/2015 to 12/31/2015
12/31/2015 to 12/31/2015
12/31/2015 to 12/31/2015
12/31/2015 to 12/31/2015

EXPECTED BEHAVIOR

Proposal Build Period button should create 4 Quarterly periods for a Calendar year as follows for the following set up

Proposal Start and end date specified as 01/01/2015 and End date as 12/31/2015 . No of Periods = 4 and Build Periods, generated the following periods

Expected Budget Period dates.
01/01/2015 to 03/31/2015
04/01/2015 to 06/30/2015
07/01/2015 to 09/30/2015
10/01/2015 to 21/31/2015


STEPS

The issue can be reproduced at will with the following steps:
1. Create a Proposal
2. Enter Proposal Start and end date specified as 01/01/2015 and End date as 12/31/2015
3. No of Periods = 4
4. Build Periods
5. The following periods are generated
01/01/2015 to 12/31/2015
12/31/2015 to 12/31/2015
12/31/2015 to 12/31/2015
12/31/2015 to 12/31/2015

The expected periods are
01/01/2015 to 03/31/2015
04/01/2015 to 06/30/2015
07/01/2015 to 09/30/2015
10/01/2015 to 21/31/2015
