Symptoms
WORKFORCE_SYNC not updating the data correctly in the FSCM to make it in sync.
STEPS
The issue can be reproduced at will with the following steps:
1. Setup the Workforce sync and IB Integration in both the Environment.
2. Make sure both have same data in the JOB and EMPLOYMENT records at both the end, Where an employee "E" has two new rows in Job, same effective dated and effective sequences 0 and 1.
3. Log in as a User.
4. Delete effective sequence 0 and without saving, update effective sequence 1 to be effective sequence 0 then save.
