WCS_NODE_STATUS Displaying RTL (Doc ID 2035964.1)

Goal

What can cause the WCS_NODE_STATUS to display RTL?

For example, after running Load process, all the Nodes including Rollup Nodes should be processes and the status for each node should be changed either to `CMP' or `CME'.  However under certain conditions some Rollup Node statuses are not getting updated and remain as it is `RTL'

REPLICATION STEPS

The issue can be reproduced with the following steps:
1. Create tree Manager
2. Create query
3. Create Group Build - Group Definition
4. Define the Compensation Cycle
5. Administer Cycle
6. Run SQL in App designer to see the outcome where the WCS_NODE_STATUS displays a RTL
