E-BI/XMLP: BI Publisher Reports Do Not Get Distributed Via E-mail To All Distribution IDs

The issue is specific to only PeopleTools 8.54.05 up to PeopleTools 8.54.14 patch levels.
When attempting to schedule BI Publisher Reports to Email output type, User IDs or Roles specified for distribution under the "Distribute To" list in Distribution Detail page may not receive the emailed report, depending on the settings in the Report Definition for that particular report. If the Report Definition has Report Viewers defined under the Security tab, then the problem does not occur. If however, the Report Viewers list is blank, then email functionality (using the Process Scheduler Request "Distribution" link) will be affected.
The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > BI Publisher > Query Report Scheduler
3. Add a new value
4. Select a Report definition that does not have any user IDs specified under the Report Viewers list under Security tab
5. Click Run, then Select Email output type with any output format, then Click Distribution, then Add at least one additional User ID to the Distribute to
6. Click OK
7. The process goes to success but email is not sent to all User IDs. Instead it is sent only to the user who initiated the process.
