Dependents with Different Address Causing Phone Number Field Not Active for Data Entry (Doc ID 2038276.1)

Symptoms

When entering a different address for the dependents the Phone number field would not activate

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu -> Benefits -> Employee/Dependent Information -> Update Dependent/Beneficiary
2. Navigate to the Address tab
3. Uncheck Same Phone as Employee
4. Field is not activated in order to complete the new phone number.
