E-SEC: USER_PROFILE Component Interface job fails on OS390 batch servers after PT 8.53 upgrade

The application version is 9.1
After upgrade to the new PeopleTools 8.53 or to 8.54.04, and trough a custom job that is trying to create new users in a batch job/process

DB2 is the database which is used. DB2/Zos is the OS390 process scheduler. The database version is 10.1.

Customers are facing issue that are only related to the Component Interface - USER_PROFILE - job that runs on OS 390 batch servers

No such issue when scheduling the custom job on other batch servers deployed on other certified OS's like Linux Unix or NT.

The program stops executing in the code given below

It was confirmed in the first place that all the new 8.53++ class file exists in the path - /PSOFT/<env>/appserv/classes/psft/pt8/pshttp.

The issue can be reproduced at will with the following steps:
1. Upgrade to PT 8.53++
2. Run CUSTOM job using USER_PROFILE CI on Process Scheduler on OS390
