Add Parent Before Children Causes Planner to Not Obey Enrollment Category (Doc ID 2040479.1)

When the "Add Parent Before Children" option is selected on an academic item type, the student is able to remove a child item, after it was added with the parent, even though the Enrollment Category attached to the Item doesn't allow this action.

The issue can be reproduced with the following steps:

Replication Steps on Self Service are:
1) I click the Checkbox to select the parent item. (notice the children cannot be selected until the parent item is selected)
2) Click Update Planner.
3) The page is refreshed and both the parent and children are selected.
4) Uncheck one of the children items.
5) Click Update planner
6) Click Validate / Audit
7) Notice there are no validation errors and the parent may be selected without the child.
