SCORM 2004: Frameset ID#SCONav is Empty with First Click - Error 403 (Doc ID 2041668.1)

Symptoms

ELM 9.2 , Peopletools 8.53, SCORM

While testing the content, getting an error 403 with the first click on a link within the navigationtree (SCODataFrame).
With debugging the problem shows us that the URL is not completely described:

With this IF statement the window.open function will be executed but with an 403 error.
The tests were completed on IE9 and IE11.
