Updated Names Are Not Propagating to Name Production Record From Constituent Web Service SCC_SUBMITCONST (Doc ID 2043442.1)

Symptoms

ACTUAL BEHAVIOR
-----------------------------
When using SCC_SUBMITCONST, updated names are not propagating to the “Name” production record from SCC_SUBMITCONST.

EXPECTED BEHAVIOR
-----------------------
Expect the name to be updated in the production records.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Using SCC_USERREG_CREATEACCT, create new PS User Profile/OPRID. A new SCC_TEMP_ID is created for new OPRID.
2) Using SCC_SUBMITCONST, submit an update to name data making sure that XML request and response messages include <SCC_USE_CTM_IND>Y.
3) Verify the name is updated correctly in both the production and staging records.
4) Using SCC_SUBMITCONST again, submit another update to name.
5) Verify the name is updated correctly in both the production and staging records.


BUSINESS IMPACT

The issue has the following business impact:

Due to this issue, users cannot update person data to production on second submit using SCC_SUBMITCONST.
