GP: Unable to Run Non Rule Package Record Import due to SQL Error on INSERT INTO PS_GP_COUNTRY

Unable to run non-rule package Record Import due to SQL error on INSERT INTO PS_GP_COUNTRY.
An error is being generated when trying to Record Import a ‘Non Rule Package’ from the Configuration instance to Development instance. On comparing the Record Export and Record Import files, it is seen that data is exported from GP_NRP_CNTRY_VW and imported into GP_COUNTRY. GP_NRP_CNTRY_VW has 9 fields and GP_COUNTRY has 10 fields. The only difference is the field GP_PYE_SOVR_OPTN,
The GP Update 2012-B up to 2015-B have been recently applied in both instances. As part of GP Update 2015-A, the table GP_COUNTRY has a newly added field GP_PYE_SOVR_OPTN.
However GP_NRP_CNTRY_VW does not include the field GP_PYE_SOVR_OPTN.
The issue can be reproduced at will with the following steps:
1. Apply the Patch 17592420 (GLOBAL PAYROLL 9.1 UPDATE 2015-A).
2. Notice the error mentioned above.
Apply Patch 17592420.
