CA BI Interface Is Picking Up Events Related to Amendment For Action Required Bill Plans (Doc ID 2044102.1)

Symptoms

On : 9.1 version, Billing

ACTUAL BEHAVIOR
---------------
CA_BI_INTFC is processing the Bill Plans that are in "Action Required" Status

EXPECTED BEHAVIOR
-----------------------
CA_BI_INTFC should not be processing the Bill Plans that are in "Action Required" Status

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract line with amount based contract line
2. Attach a Milestone bill plan and create 4 event. Each taking 25% of the contract amount. Make the first 2 event to Ready status
3. Do Amount allocation and Activate the Contract
4. Run CA_BI_INTFC. This will process the first 2 events that are in Ready Status
5. Complete all the billing processes so that the first 2 bill plan events go to "Completed" status
6. Do contract amendment and reduce the contract line amount
7. The Bill Plan status goes to "Action Required" status
8. If any hold button is checked on the bill plan. Uncheck it.
9. Make 3rd event as Ready
10. Run CA_BI_INTFC progress.
11. The Action Required Bill Plan gets processed that this should not happen.
