Web-Service SCC_SUBMITCONST Not Performing Search/Match To Connect To An Existing EMPLID (Doc ID 2044713.1)

Symptoms

ACTUAL BEHAVIOR
---------------------------------
When using Generic Tester, the service CONSTITUENT_WEBSERVICE is not performing Search/Match to identify existing constituent(s) based on the Search/Match setup defined.

EXPECTED BEHAVIOR
-----------------------
The service CONSTITUENT_WEBSERVICE performs Search/Match as expected, identifies matches, and suspends staging record for reconciliation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Set up Transaction Setup and Search/Match.
2. Configure Integration Broker for using service CONSTITUENT_WEBSERVICE.
3. Using Generic Tester, create two new User Profiles (A and B) using service operation SCC_USERREG_CREATEACCT.
4. For A, submit person data, including first name, last name, address, postal code, and date of birth. using SCC_SUBMITCONST_SS.
5. For B, submit exact same person data as A, including first name, last name, address, postal code, and date of birth. using SCC_SUBMITCONST_SS.
