ACTUAL BEHAVIOR

Currently, when creating a Membership Initiative, the end date is required despite this not being marked as a required field and the total number of years for the initiative cannot be greater than 99 years.

EXPECTED BEHAVIOR

Our users would like the end date field on the Membership Initiative page to not be required.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Contributor Relations - Initiatives - Membership Initiatives
2. Add a new initiative and try to save without an end date but get error: "End Date required for Campaign and Membership Initiatives. (14320,11)" even though the field is not marked as required.
3. Try to set the date out more than 99 years and get error: "Data being added conflicts with existing data. (18,2)"

BUSINESS IMPACT

The issue has the following business impact:
The users feel that is does not make sense to end date the initiative for the organization because in most cases the organization will continue on for forever.
