ePerformance Attachments: When filename is long, file doesn't attach, no user error

When a performance document allows attachments, and the attachment document has a very long filename, the file will not attach to the performance document.

The user isn't provided any error message, or provided any indication why the file isn't attaching.

A possible fix would be to provide an error message to users when the uploaded filename is over a certain length.

The issue can be reproduced at will with the following steps:
1. Manager Self Service->Performance Management->current document
2. Make sure "Allow Attachments" for Manager Evaluation has been setup.
3 Open any document, go to Manager Evaluation.
4. Try to attach any document with small file name.(it goes to success,)
5. Delete that row and add new attachment with very big file name.
6. Observed that nothing happened.

The issue has the following business impact:
Due to this issue, Users are confused as to why their files aren't attaching to the performance evaluation.
