Symptoms

FSCM 9.2 / PT 8.53.17
PUM Image 9 on PeopleTools 8.54.02
Change Assistant is running on Windows 7 Professional
MS SQl Server 2012
The Oracle SQL Client delivered with PUM Image is being used for connectivity

When applying a patch using the Move to Production option in change assistant, the 'Copy Update Project - Part 1' step fails

ERROR:

E:\pt85317o-retail\peopletools\src\pssys\pjmupd.cppSQL error. Stmt #: 1107 Error Position: 0 Return: 805 - [Microsoft][SQL Server Native Client 11.0][SQL Server]Cannot insert duplicate key row in object 'dbo.PSPROJECTINC' with unique index 'PS_PSPROJECTINC'. The duplicate key value is (BUG20019183FIX20141216, BUG20019183FIX2014).
Failed SQL stmt: INSERT INTO PSPROJECTINC (PROJECTNAME, UPDATE_ID) VALUES (:1,:2)
System Error : Record PeopleCode
Error - failure during Copy From File process.

The issue can be reproduced at will with the following steps:
1. Open Change Assistant
2. Apply the Change package

Due to this issue, application patches can not be applied to the copy of production 'DEV' environments
