E-PIA: Peoplesoft Portal with OAM Freezing At Different Intervals For Different Users

Peoplesoft portal freezing at different intervals for various users -- need help investigating.

Tuxedo Version, 64-bit
Weblogic version

The issue can  be replicated at customer site not in-house,
1. Log in to PS Portal through OAM link.
2. Click link in Portal to pop a new window with PS Financials.
3. Navigate to the Add/Update PO page
4. Click on new window link from Add/Update page
5. Navigate to Query Manager
6. Run a Query and download the result to excel.
7. Noted the system Time as 3:37 PM
8. Worked outside the system (analyzing data from the report)
9. At 3:56 PM, tried clicking on prompt button on Add/Update PO page and the issue is replicated (dead links).

Due to this issue, end users are affected.
