Symptoms

Allocation Message does not show on Rolled POs with closed distributions.

When a user changes a purchase order, the allocate by distributions percentage message should appear when there are multiple distributions open. However, if there are closed distributions (after it is rolled) the message does not appear, and a user would have to manually calculate and update the PO distributions.
